Sec. 4.     POLITICAL ACTIVITY

 

Lobbying

 

If an agency expends state funds for lobbying activities, a statement of such activities must be filed with the Public Disclosure Commission on an authorized form.  Included activities are:

 

      1.   Attempting to influence the passage or defeat of any state legislation or adoption or rejection or any rule, rate, standards, etc., of any state agency under the administrative procedures act;

 

      2.   Communicating with a member of the legislature on the request of that member;

 

      3.   Communicating to the legislature requests for legislation or appropriations.

Lobbying -- Use of State Funds

 

Under present law, state funds are not to be used to attempt to influence legislation.  Activities directed toward legislators must not involve the use of University resources -- paid employee time (except authorized leave), copy and duplicating equipment (unless paid for as "personal copies"), telephones, etc.

WSU employees are encouraged to participate appropriately in the legislative process, with scrupulous care to assure that state funds are not involved.

 

 

Statements on Sensitive Issues

 

Faculty members speaking or writing on sensitive public questions should make it clear that the views expressed are their own and do not necessarily reflect a University, College, or Department position.  Institutional titles should not be used.
