3.b.2 Explanation of Merit Ratings in the WSU Libraries
In the annual review process, the Director's Council assigns a merit rating to each Criteria Category based on this scale:
5.0 Outstanding
4.5
4.0 Exceeds expectations
3.5
3.0 Meets expectations
2.5
2.0 Needs improvement
1.5
1.0 Unsatisfactory
The ratings are then weighted* by the following factors and added together for the final merit rating. Final merit ratings need not be in whole numbers, but distinctions should not be finer than .5. Merit ratings ending in .25 to .49 are rounded up to the next .5. Merit rating ending in .01 to .24 are rounded down to lower whole number. Likewise, merit ratings ending in .75 to .99 are rounded up to the next whole number and merit ratings ending in .51 to .74 are rounded down to the lower .5.

CATEGORY II RESEARCH/SCHOLARLY/CREATIVE & PROFESSIONAL ACHIEVEMENTS & ACTIVITIES (.20)
CATEGORY III SERVICE TO THE LIBRARY, UNIVERSITY, AND THE PUBLIC (.10)
*Weighting of 70%-15%-15% set by Library Faculty on 12/17/90; Weighting revised to 70%-20%-10% due to approval of Criteria revision by Library Faculty 6/24/91; implementation date for 70-20-10 weighting set retroactively to January 1991 by Library Faculty on 6/24/91.

4.0 x .70 = 2.80
3.0 x .20 = .60
3.0 x .10 = .30
3.70 = 3.7 rounded to 3.5
2. Primary job assignment: 2.0
Research/scholar/creative & professional activity: 3.5
Service activity: 3.0
2.0 x .70 = 1.40
3.5 x .20 = .70
3.0 x .10 = .30
2.40 = 2.4 rounded to 2.5
