2.c.3.a   Library Faculty Affairs Committee (LFAC)

History:
The library faculty first approved the formation of a Library Faculty Study Committee at a meeting held on March 9, 1971 . The Study Committee was renamed the Library Faculty Affairs Committee on February 26, 1974 , by the assembled library faculty.

Role:
The purpose of the Library Faculty Affairs Committee is to provide a representative body of the library faculty to monitor, study, and report on matters of Library or University policy related to library faculty.

Membership:
The LFAC shall be composed of five library faculty members (elected at large) who shall serve two-year terms which will rotate as follows: three members will complete terms on June 30 of even-numbered years, and two will complete terms on June 30 of odd-numbered years. No member may serve more than two consecutive elected terms. At least two members of LFAC shall be tenured members of the library faculty at the time of their election, and at least two members of LFAC shall be non-tenured members of the library faculty at the time of their election.

Governance:
The LFAC meets regularly; agendas and minutes are distributed to all library faculty. LFAC reports to the Library Faculty. The LFAC has the power to elect its own officers, determine dates of its meetings, and enact its own rules of procedure. All task forces or other committees established by LFAC shall have at least one LFAC member to serve as liaison.

The LFAC selects a chair, a recorder, and a representative to serve on the Library Council. The Chair also serves as chair of the LFAC portion of each library faculty meeting and as liaison with the Director of Libraries. The LC Representative serves as the faculty representative on LC and may not serve simultaneously as LFAC Chair, nor serve two consecutive terms as representative.

Elections:
Elections will be held at the library faculty meeting closest to April 15. Two weeks prior to the election, the Nominating Committee, composed of one member of LFAC and two members of the library faculty recruited by LFAC, will submit in writing to the library faculty a ballot of nominees for the vacancies to be filled July 1. There must be at least two nominees for each vacancy. If a member of the Nominating Committee is nominated for a vacancy and accepts the nomination, that person shall resign from the committee and be replaced by another member of the library faculty. It is the responsibility of the Nominating Committee to ensure that there are appropriate numbers of tenured and non-tenured nominees on the ballot to fulfill the LFAC membership quotas in each category. 

The Nominating Committee must verify willingness of all nominees to serve. Space on the ballot will be provided for the names nominated from the floor and for write-in candidates. Absentee ballots will be accepted in advance of the meeting. A person with an appointment to the library faculty, whether temporary or otherwise, is considered a voting member of the faculty.

If there are unanticipated vacancies from the previous year, the Nominating Committee will also submit at least two nominees for each such vacancy. In the interim between elections, vacancies on the committee will be filled by the committee. This will be a temporary appointment and has no bearing on succession.

If any member of LFAC is unable to participate in the work of the committee for a period of more than three months, the LFAC is empowered to appoint a replacement for the period of absence. A member who anticipates an absence of a year or more shall resign so that the vacancy may be filled at the annual election.

Specific Charges:
• LFAC deals with questions or concerns from any library faculty member about the effect on library faculty of Libraries or University policies.
• LFAC acts on its own initiative, or at the request of appropriate administrative officials, to investigate matters that affect the library faculty.
• LFAC is empowered by the library faculty to call meetings of the library faculty and may appoint other members of the library faculty to aid in its studies.
• LFAC is charged with updating the Library Faculty Handbook .
