LIBRARY FACULTY HANDBOOK

Sec. 1.  History and Objectives

A handbook was proposed by the Library Faculty Affairs Committee in 1974 to bring together in one package all of the policies and procedures relevant to the Library Faculty.  Work proceeded on it in a haphazard fashion until 1978.  The initial conception as a supplement to the WSU Faculty Manual was expanded and made more inclusive with a change in title, to LIBRARY FACULTY HANDBOOK.  (Library Faculty Meeting, April 12, 1974; Library Faculty Meting, May 2, 1978)

At the same meeting, it was questioned whether the LIBRARY FACULTY HANDBOOK because "part of the binding faculty contract with the university."  Subsequent investigations with university officials disclosed that WSU faculty members do not have contracts per se, but are expected to follow all university and departmental policies and procedures whether they are scatted in separate memos and papers or collected and organized into a handbook.  (Library Faculty Affairs Committee Minutes, May 24, 1978)

However, any policies and procedures must not conflict with the WSU Faculty Manual.  "Policies, procedures, and regulations relating solely to individual units may be adopted if not inconsistent with institutional policies established by the Board of Regents or by state law.  They will not become effective if disapproved by the Principal Administrative Officer.  Decision of such officer may be appeared to the appropriate Vice President or to the President, and thereafter, to the Board of Regents."  (WSU Faculty Manual, 1976)

The Library Faculty Affairs Committee, in summarizing written policies and procedures adopted by the Library Faculty, the Director of libraries, and Vice-Presidents, the President, the Board of Regents, or the State Legislature, is merely attempting to present useful information to the Library Faculty in an easily apprehensible format.  The committee is not responsible for any errors of interpretation based on these summaries without recourse to the original documents.  The Secretary of the Library Faculty maintains a reference file of all the minutes of the meetings of the Library Faculty.

Each member of the Library Faculty should be familiar with the WSU Library Policy and Procedure Manual, the WSU Business Policies and Procedures Manual, and the WSU Faculty Manual, copies of which should be available in each unit.  Each contains many matters of importance to WSU Library Faculty that will not be found in this HANDBOOK.
