Resolutions

Many academic organizations have developed resolutions in response to scholarly communication and open access issues. Listed below are examples of resolutions that have been passed by various faculty senates, graduate student organizations, and other bodies that encourage, recommend, or in some cases, require author self-archiving or deposit of research and scholarly materials in an institutional or subject-based repository.

University of Wisconsin-Madison Faculty Senate passes resolution in support of assisting university authors in managing their publishing rights and agreements The University of Wisconsin-Madison Library Committee developed the resolution that was passed unanimously on May 7, 2007. This resolution is focussed on promoting retention of author rights, including the use of the Addendum to Publication Agreements for CIC Authors attached to the resolution document.

University of Iowa Graduate Student Senate passes resolution to support change in scholarly communication See Agenda items III and IV of the Minutes of March 22, 2006, for comments and action on the resolution. Text of the resolution appears on page 3. This is the first reported action taken by a Graduate Student group in relation to scholarly communication. The resolution points out the role graduate students can play by becoming aware of the issues and taking action.

Oregon State University Faculty Senate approves Resolution proposed by the Scholarly Communications Task Force Commentary and text of this resolution appears about half way down the Minutes of the June 9, 2005 Faculty Senate Minutes. The goal of this resolution is stated "To promote the sustained availability of scholarly publications through broad distribution and affordable access to print and electronic versions of scholarly publications . . ."

University of California Academic Senate Santa Cruz Division approves Resolution on Scholarly Publishing (AS/SCP/1460) See Section 6 . Reports of Standing Committees (g) Committee on Library, pages 12 and 13 of this document for text of the resolution approved May 20, 2005. This four-point resolution includes a review and possible restructuring of copyright policy on the campus.

Cornell University Faculty Senate Endorses Resolution on Open Access and Scholarly Communication This resolution, endorsed on May 11, 2005, encourages faculty to support open access publishers and to deposit preprints or postprints in the University Library's repository or in a subject repository

Resolution on Access to Scholarly Information (University of Kansas) The University of Kansas' Provost's letter to faculty includes the text of the KU University Council Resolution passed March 10, 2005. The resolution outlines techniques for the faculty and administration to develop practices that support new methods of scholarly communication, including providing continuing access to and preservation of research materials.

University of Connecticut Faculty Senate Resolution on The Crisis in Scholarly Communication See pages 7 and 8 of the document linked above for text of the resolution. Approved in February 2004, this resolution focusses on moving faculty support from publishers that do not support increased access to scholarly research and getting administrators to recognize and reward these efforts.
